Dear EUSD Community,
Once again this year, we welcomed approximately 100 students, staff members, and family/community partners to our fourth annual LCAP Input Event on Tuesday, February 24. The Local Control and Accountability Plan (LCAP) is the district’s plan that guides our goals and budget priorities. Each year, we gather feedback from our educational partners through this in-person event as well as through districtwide surveys, which we will be sharing with you next week.
Feedback collected in previous years has led to meaningful action and tangible improvements across our district. As a result of community input, we have enhanced campus safety measures, hired additional Community Liaisons and behavior specialists, implemented our TRAC program (Teambuilding, Regulation, Acceptance, and Community), added MTSS (Multi-Tiered Systems of Support) Teachers on Special Assignment, provided increased compensation and benefits for various employee groups, and restructured Enrichment to include Art, Music, and STEM across schools.
We extend our appreciation to our principals, MTSS TOSAs, and Cabinet members who facilitated thoughtful table discussions and carefully documented feedback from each school site and partner group. We are equally grateful to the many district staff members, students, families, and community members who dedicated their time to share ideas, reflect on our progress, and help shape future district goals.
The LCAP is a critical component of California’s school funding process and supports the implementation of our Framework for the Future Strategic Plan. It serves as a roadmap for how we allocate resources to support student success, strengthen educational programs, and foster innovation. The decisions informed by the LCAP directly impact every student through curriculum, services, and enrichment opportunities.
As we continue our work to develop Empowered Learners, Global Citizens, Innovative Thinkers, Wellness Advocates, Skilled Communicators, and Confident Collaborators, we want to hear from you about the best path forward for our district community.
The LCAP survey will be emailed to families next week by EUSD Communications. To ensure everyone has the opportunity to provide input, the survey will be open through March 20th. Your participation directly influences decisions related to academic programs, student services, and program offerings.
We are committed to building a stronger, more responsive, and more effective educational experience for all students.

Intent to Return and Address Verification
|
All current EUSD students who plan to attend school in EUSD for the 2026-2027 school year are required to complete the annual Address Verification and Intent to Return Form.
On or before March 2, 2026, parents/guardians of returning students will receive an email with information on accessing the 2026-2027 Verification of Address and Intent to Return Form via PowerSchool Registration Support. Access will be available from Monday, March 2, through Tuesday, March 31.
Please check your inbox and spam/junk folder for an email from: Support<noreplyregistration@powerschool.com>
The email will only be sent to whichever parent or guardian is listed as the first contact for your student.
Please note: When completing the Intent to Return and Address Verification process, you must log in using your existing Parent Portal account. Do not create a new account or submit a new student registration. New student registration is only for students who are not currently enrolled in an EUSD school, including incoming kindergarteners for next year.

Bright Spot: Park Dale Lane
|
|
|
|
Our English Language Development (ELD) program continues to be a powerful bright spot at Park Dale Lane, advancing our Learner Profile vision of developing Skilled Communicators while fostering joy and belonging for every multi-lingual learner. Through intentional, school-wide use of the Benchmark curriculum for designated ELD groups, the ELD team has partnered closely with classroom teachers to build confidence and capacity in delivering high-quality language instruction. This collaboration has led to stronger small-group instruction within general education classrooms. As teachers take on more targeted ELD lessons each week, multilingual learners are experiencing cohesive, aligned instruction throughout their day. All program decisions are grounded in data, with additional internal assessments used to closely monitor growth. The ELD team plays an integral role in weekly DBCI/MTSS meetings and works alongside the Special Education team to ensure multilingual learners with IEPs receive coordinated, responsive support.
Just as important as academic growth is the sense of confidence and community being cultivated. Parent involvement has increased through Friday progress meetings, where families celebrate growth, learn practical strategies to support language development at home, and partner in setting next steps. The afterschool Language Club, offered five days a week, provides an additional space for students to build skills, friendships, and a strong sense of belonging. Students recently completed the ELPAC Assessment with noticeable pride and excitement, eager to share how well they applied strategies such as restating questions, using academic vocabulary, and expressing ideas with phrases like “In my opinion...” That confidence is carrying over into classrooms, where students are raising their hands, contributing to discussions, and delivering presentations with increasing confidence. The result is a community of learners who are not only growing in language proficiency, but also finding their voice.

Learner Profile In Action: LCH Student Advocacy Sparks Introduction of Inclusive Playground Bill at State Capitol
|
Last year, fifth-grade students at La Costa Heights Elementary (LCH) turned their classroom learning into real-world advocacy through an ambitious civic engagement project focused on building more inclusive playgrounds. After studying the Americans with Disabilities Act (ADA), surveying their own campus, visiting inclusive playgrounds, and consulting with local and national experts, students drafted a bill of their own: the California Inclusive Playgrounds Act (CIPA). Their work culminated in a trip to the California State Capitol, where they presented their proposal to Secretary of State Dr. Shirley Weber, Assemblymember Tasha Boerner, and Senator Catherine Blakespear. These skilled communicators not only masterfully presented their bill, they also took any chance they had to share their ideas with everyone they met on the trip.
Now, their efforts have reached an exciting milestone! On February 19, Assemblymember Tasha Boerner officially introduced the Inclusive Playground Act Bill, AB-2241, as part of the current California legislative session. The bill reflects months of student-led research, collaboration, and advocacy, born from their vision of creating playgrounds where all children are welcomed, celebrated, and encouraged to play.
This experience exemplifies the powerful, authentic learning happening across Encinitas Union School District, where students are empowered to lead with empathy, engage in innovative thinking, and see firsthand that their voices matter. We look forward to following AB-2241 as it moves through the legislative process and celebrating the lasting impact of our student leaders!

|
Enrollment for new students for the 2026-2027 school year will open on Monday, February 2, 2026. This is for new incoming students only, not returning students.
Those eligible for enrollment include:
- Students turning 5 on or before September 1, 2026 - Current residents within EUSD boundaries - New incoming EUSD students of any grade

2025-26 EUSD Parent Workshops
|
Save the dates! EUSD has partnered with several outside organizations to offer the following workshops free to all parents.
-Drug Awareness, April 15th from 5:30-7:00 pm, at Olivenhain Pioneer: Presented by the San Diego County District Attorney's Office, gain an understanding of youth drug use in the community, including a focus on vaping.
Childcare and translation will be provided at all workshops. Additional reminders for each workshop will be sent prior to the event.

SDCOE Educational Technology Parent Series
|
The San Diego County Office of Education's Educational Technology team is launching a new virtual training series aimed at supporting families. The eight-session series is designed to help parents understand online safety and become confident digital partners in their child's learning journey.
All sessions are free to attend and will take place via Zoom from 4 to 5 p.m. Register online to receive the meeting links.
