Superintendent's Message: Bond Measure Z Update

 

Dear EUSD Community,

We are pleased to share an update on Measure Z, the $158.3 million bond approved by voters in November 2024 to improve and modernize school facilities across the Encinitas Union School District. We recently held a Spring meeting with the Citizens’ Bond Oversight Committee (CBOC). They play a vital role in ensuring accountability and transparency by reviewing expenditures and confirming that all funds are used appropriately and in alignment with voter intent.

The CBOC serves as an independent group of community members who actively monitor bond spending. Their responsibility is to ensure that funds are used only for authorized school construction, modernization, and safety projects, not for salaries or general operating expenses. The committee reviews financial reports and audits, asks questions, and reports its findings to the public to maintain transparency and trust. We expect them to share their annual report at an upcoming Board meeting and all information will be posted on the district website.

Measure Z represents a significant investment in maintaining and improving our schools. As of March 31, 2026, approximately $6.65 million has been expended from the initial bond issuance, supporting projects that enhance safety, functionality, and learning environments for students. These funds are being used to address critical infrastructure needs such as roofing, playground safety, classroom modernization, and campus improvements.

- Roof replacement completed

- Installation of poured-in-place rubber surfacing and shade structures

- Kitchen and bathroom modernization underway

Paul Ecke Central Elementary
- Full campus rebuild in design phase (see renderings below)
- Plans approved by the Division of the State Architect (DSA)
- Construction bids submitted and subcontractors under contract
- Environmental testing, surveys, and site preparation activities in progress
- Demolition and construction begins June 15, 2026

Future Projects

Looking ahead, additional projects across the district at all 9 campuses will continue to address aging infrastructure, improve classroom environments, and expand student facilities. Planned work includes upgrades to HVAC systems, roofing, classrooms, bathrooms, playgrounds, new Special Education Preschool classrooms, replacing portable classrooms with permanent buildings and specialized learning spaces, ensuring that all EUSD students benefit from safe, modern, and well-equipped schools.

Bright Spot: Flora Vista

 

Flora Vista’s Media Center, led by Library Media Assistant Sarah Wilson, continues to spark curiosity and empower student voice through its ongoing partnership with Pathful, a program that connects students with real-world experts from across the globe. Each grade level collaborates to select topics of interest, generate thoughtful questions, and engage in live virtual conversations with professionals in fields ranging from geology and game design to sports, filmmaking, cooking, and animal science. Over the past five years, Flora Vista students have participated in more than 85 expert connections and asked over 1,600 questions. Some memorable highlights have included conversations with a Hollywood special-effects camera operator, the team chef for the Tampa Bay Buccaneers, a LEGO Game Design Manager, NFL professionals, Disney creatives, and published children’s authors.

The excitement generated through Pathful has also expanded Flora Vista’s network of experts beyond the platform itself, inspiring students and families to share personal community connections with the school. As a result, family members and community experts from fields such as professional sports, music and publishing have visited and connected with students, further enriching the learning experience. These experiences beautifully reflect the EUSD Learner Profile by cultivating empowered learners who are curious, collaborative, and confident communicators. Most importantly, students are discovering that meaningful learning begins with asking thoughtful questions and that their curiosity can open doors to endless possibilities.

Ecoliteracy Showcase with BCK Programs

On May 6, BCK Programs and EUSD hosted their fifth annual Ecoliteracy Showcase at Farm Lab. Global Citizens from all EUSD sites presented the environmental projects they worked on throughout the year. The Ecoliteracy Showcase highlights the hard work of EUSD students and spreads awareness about important environmental topics, on both a global and local scale. This year, projects ranged from hydroponics, to stormwater pollution, litter reduction, food recovery, and more!

Local students and teachers honored at 29th Annual Salute to Education ceremony

San Diego Tribune

The Encinitas Chamber of Commerce’s Salute to Education highlights outstanding achievements in education each year by teachers and students from public and private local schools. Awards for the students and teachers were presented May 7 by the Encinitas Chamber of Commerce and founding co-host Rancho Santa Fe Security Systems, Inc., and representatives of congressional, state, county and city leaders.

Paul Ecke Central Farewell Open House

Thanks to funding from Bond Measure Z, Paul Ecke Central is preparing for a full rebuild, with construction beginning at the end of the school year. The open house will provide community members, families, and former PEC students with an opportunity to visit the campus, take photos, and celebrate the school’s history before reconstruction starts. 

Community members are invited to contribute to the event by submitting photos of their favorite memories at Paul Ecke Central. ReCycle: Bike Repair Workshop

 

Join the I Love A Clean San Diego organization and the City of Encinitas for their free ReCycle: Bike Repair Workshop!  

Bring your bike for minor repairs facilitated by Leucadia Cyclery – brake adjustments, tire inflation, and bolt tightening. Leucadia Cyclery will also be demonstrating how to perform some simple at home repairs so that you can extend the life of your bike and keep it out of the landfill! 

This workshop will be hosted at Cyclovia Encinitas on Sunday, May 17 from 10am – 2pm. Please see the flyer below for additional details and register for free here, or scan the QR code in the flyer. 

 

Farm Lab Envirotoken Voting
