Bike/e-Bike/Scooter Permit Process

Student safety is a top priority at EUSD. To protect riders, pedestrians, and drivers, all students riding a traditional bicycle, scooter, or e-bike to school must obtain a district-issued Bicycle Tag. This process must be completed each year if your student rides a bike, e-bike, or scooter to school. 

Students who do not have a Bike Tag visibly affixed to their bicycle by November 2nd will not be permitted to bring it onto any EUSD campus. Please review the bike permit process below. 

*Please note that students who attend any of the four EUSD schools within Carlsbad City limits (El Camino Creek, La Costa Heights, Mission Estancia, and Olivenhain Pioneer) are not permitted to ride an e-bike to school if they are under 12 years old, per city laws. An overview of the new law can be found at the bottom of this newsletter.

 

Step 1: Attend an EUSD Approved Bike Safety Training

Each year, all EUSD students who wish to ride a bike, scooter, or e-bike to school must complete an approved safety training program. EUSD has partnered with the San Diego Bike Coalition to provide training assemblies at all school sites within the first three months of the school year. This training counts as the required attendance of an EUSD approved bike safety presentation. All students who are at school on the day of the assembly will attend the training regardless of if they ride a bike to school or not. Dates for the 2026-2027 trainings are currently being scheduled. Please check our website to see if and when your school site has their scheduled training assembly. 

Students who miss school on the day of the bike safety training assembly at their site, students who enroll in our district after the start of the school year, or students who decide they want to ride a bike/scooter later on in the year must complete an approved course through the cities of Carlsbad or Encinitas:

Two make-up bike safety trainings will also be scheduled by the district outside of school hours for anyone who missed the assembly at their school. Those will be scheduled and shared at a later date.

 

Step 2: Complete the Online Permit Application

Once your student has attended an approved training, parents must complete the online application for a bike/scooter tag. Please do not fill out the form before your student has completed a training. Even if you did so last year, you must do so again to get a new tag for this year.  Links to the form for each school site are listed below. 
 
After students complete the approved online course and parents complete the online tag form, students are eligible to receive a bike tag.

Step 3: Permit Tag Issuance

Once the form is submitted and safety training completion is verified, you can pick up your district issued bike tag from the school office. This tag must be visibly affixed to the student’s bicycle/scooter frame at all times while on campus. *Please note that even if you had a bike tag last year, you must have one from the current school year in order to ride to school. 

Students who do not have a district-issued bike tag visibly affixed to their bike, e-bike, or scooter will not be permitted to bring it on any EUSD campus.

e-Bike Laws in the City of Carlsbad 

As of March 26, 2026, under Assembly Bill 2234, anyone operating an e-bike in the City of Carlsbad must be at least 12 years old. As such, students attending El Camino Creek, La Costa Heights, Mission Estancia, and Olivenhain Pioneer are not allowed to ride an e-bike to school, or elsewhere within Calrsbad City limits, unless they meet the new age requirement.
